(Stratus), on behalf of Atlantic Richfield Company (ARCO, a <br /> BP-affiliated company), has prepared this Well Abandonment Letter Report for ARCO <br /> Station No. 5450, located at 1617 West Fremont Street, Stockton, California. Groundwater <br /> monitoring wells MW-2, MW-3 and MW-4 were abandoned in accordance with San , <br /> Joaquin County Environmental Health Department (SJCEHD) regulations. A site plan <br /> depicting the location of this well (supplied by Secor International Inc.) is attached. <br /> Abandonment of these wells was approved in a letter from SJCEHD dated June 8, 2006. <br /> Prior to initiating well abandonment activities, a well abandonment permit was obtained <br /> from SJCEHD (copy attached). A licensed drilling contractor (Woodward Drilling Co., <br /> C-57 #710079) performed the well destruction activities. All work was completed under <br /> the direction of Stephen J. Carter, P.G. Ms. Victoria McCartney of SJCEHD was present to <br /> observe well abandonment activities. <br /> The area in the immediate vicinity of the abandoned wells was excavated to 5 feet below <br /> ground surface (bgs) using an air knife rig on October 26, 2007. On October 29, 2007, <br /> monitoring well MW-3 was abandoned by pressure grouting with neat cement. The well <br /> casing was then cut off at approximately 3 feet bgs and the cement allowed to spill out <br /> over the top of the casing. Wells MW-2 and MW-4 were destroyed by drilling out the <br /> well casing to the total depth of the well. These borings were then backfilled with neat <br /> cement placed with a tremie pipe. A concrete patch was placed over each former well <br /> location flush with the surrounding pavement.
