Fremont St. <br /> Stockton, CA <br /> San Joaquin County Public Health Services Environmental Health Division (P.HS/EHD) has reviewed the <br /> December 20, 1993 letter for the above referenced site. <br /> In this letter RESNA on behalf of Nor-Cal Beverage Company requests site closure and the authority <br /> to destroy MW-1. The closure request is based upon the laboratory results of a groundwater sample <br /> obtained with a hydropunch and the laboratory results of a recent ground water sample taken.from <br /> MW-1. <br /> RESNA states that the concentration of contaminants,in the most recent groundwater sample.from <br /> MW-1 are "orders of magnitude below" primary and secondary drinking water standards, and believes, <br /> in terms of protection of public health, groundwater has not been significantly impacted. <br /> Resolution #92-49 of the State Water Resources Control Board ensures that dischargers are required <br /> to cleanup and abate the effects of discharges in a.manner that promotes attainment of background <br /> water quality. The Central Valley Regional Water Quality Control Board (CVRWOCB) has interpireted <br /> the resolution to require contaminants to be non detectable using best available technology. Currently <br /> the Practical Quantitation Limits (PQL's) are .5 parts per billion (ppb) for Benzene, Toluene, Xylene and <br /> Ethyl Benzene (BTX and E). <br /> The laboratory results of the samples obtained from'MW-1 on 7113193 were Toluene 2.1 Ippb, Xylene <br /> 4.2 ppb and Ethyl Benzene .7 ppb. These results exceed the water quality objectives of CVRWQCB <br /> pursuant to Resolution #92-49. <br /> RESNA states that a review of groundwater gradients from shallow wells at four underground storage <br /> tank sites within a one mile radius of the Nor-Cal Beverage Company facility indicates a convergence <br /> north east of the Nor-Cal Beverage Company facility. Please be advised that reports submitted to <br /> PHS/EHD indicate the gradient at 1533 E. Lindsay, Stockton is east/southeast. Therefore the gradient <br /> at this site cannot be assumed to be northeast as suggested by the report. <br /> A workplan for installation of at least two more monitoring wells_ to establish the site gradient shall be <br /> submitted to PHSIEHD by February 15, 1994. <br /> Pursuant to Title 23, Chapter 16, Section 2652(d) of the California Code of Regulations also known <br /> as the Underground Storage Tank Regulations quarterly monitoring reports shall. be submitted to <br /> PHSIEHD and the Central Valley Regional Water Quality Control Board until the investigation and <br /> cleanup of the site is deemed adequate. Submittal of quarterly reports is to begin immediately. <br /> A Division or San Joaquin County Health Care Services <br />
