Box 2009 (1601 East Hazelton Avenue) •Stockton, California 9520 t e4`!ii dvot <br /> (209)468-3400 <br /> ELIZABETH THAYER e ` <br /> CVRWQCB <br /> 3443 ROUTIER RD AUG 12 1993 <br /> SACRAMENTO CA 95827--3098 <br /> RE: NORCAL BEVERAGE COMPANY <br /> 1800 E FREMONT ST; STOCKTON SITE CODE: 1106 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has evaluated the above site relative to NorCal Beverage Company's <br /> (NCBC) continued request for site closure certification. <br /> An excavation attempt was performed in March 1991; however, high levels of <br /> petroleum hydrocarbons were left in place at 11.6 feet below grade (fbg) (27,000 <br /> ppm TPH-G; 25 ppm benzene; 720 toluene; 240 ethylbenzene; and 1600 ppm xylene) . <br /> Seasonal high groundwater depths in 1986 were 40 fbg; groundwater during 1991 - <br /> 1993 has been relatively stable at 69 fbg. <br /> One permanent monitoring well was installed at this site in May 1991, and <br /> continued monitoring and sampling of the well has not detected significant <br /> increases in petroleum hydrocarbon constituents. <br /> A second excavation, to an overall depth of 20 fbg on May 13, 1993, successfully <br /> removed the remaining petroleum hydrocarbons. Samples collected from the bottom <br /> and the sidewalls were nondetectible for BTEX, TPH-D, and TPH-G. <br /> on July 1, 1993, PHS/EHD addressed correspondence to NCBC requesting that <br /> additional data relative to the groundwater quality be provided. <br /> on July 2, 1993, PHS/EHD staff met with Mr. Pat Riddle, attorney for NCBC, Mr. <br /> Pete Ruhkala, President of NCBC, and during a conference call with Russell <br /> Juncal, Resna Industries, an agreement was reached for the installation of one <br /> temporary data point (hydropunch) to be placed in the west-north-west direction <br /> of gradient and just north of the original tank pit area (site map is enclosed) . <br /> The mitigative fate of the site would be determined based upon the results <br /> derived from the monitoring well sampling and the groundwater sampling from the <br /> hydropunch drilling. <br /> Based on information that has been presented to date and included in the July 29, <br /> 1993 letter report from Resna Industries, PHS/EHD has determined that all <br /> appropriate response actions have been completed, and that all acceptable <br /> remedial practices were implemented, and that no further investigation, remedial <br /> action, or monitoring is required at the site with regard to the underground <br /> storage tank formerly located at this site. <br /> This department requests the board's review and concurrence of these findings and <br /> recommends site certification. <br /> A Division of San Joaquin County Health :are Services <br /> r <br />
