FREMONT STREET SITE CODE: 1106 <br /> STOCKTON <br /> We have completed our review of the June 1991 "Environmental Assessment Report <br /> prepared by Zmcon Associates. <br /> Based upon the findings of this report, it will be necessary for you to complete <br /> a groundwater Investigation to adequately define the extent of contamination. <br /> A. minimum of 2 additional wells will be necessary to determine the site speFific <br /> conditions; however, more wells may be required if the groundwater plume ("zero- <br /> line-) Is not defined at the conclusion of the next phase of field work. � <br /> Residual petroleum hydrocarbon contamination remaining at depths varying between <br /> 11 feet and 21 feet have been detected at elevated levels which will Impact <br /> groundwater if left in place. It will be necessary for you and your consultant <br /> to present options for soil remediation. These remedial options, and: their <br /> related feasibilities, should be determined by using preliminary fieldiltests <br /> and/or lab pilot studies. <br /> A work plan for the installation of additional monitoring wells and/ori,soil <br /> borings shall be submitted to San Joaquin County Public Health services, <br /> Environmental Health Division (PHS-EBD) within 2 weeks from the date ofl.this <br /> letter. The completed field investigative report, the Problem Assessment Raj�ort, <br /> shall be -due into our office and the Central Valley Regional Water Quality <br /> Control Board no later than October 28, 1991. Such reports shall bear the <br /> signature:.and stamped seal of the registered or certified professional providing <br /> direction of the completed work. <br /> Quarterly monitoring reports shall be submitted to Public Health Services, <br /> Environmental Health Division and Central Valley Regional Water Quality Cofttrol <br /> Board (CVItWQCB) until the investigation and cleanup of the site Is- deemed <br /> adequate (pursuant to Section 2652(d) of the Underground Storage Tank Regulations <br /> (California Administrative Code, Title 23, Subchapter 16) . The reports are to <br /> show the: <br /> -status of investigation and cleanup activities including the <br /> results of all investigations completed to <br /> date; <br /> -proposed continuing or next phase of investigation; <br /> -method of cleanup proposed or implemented, schedules for the <br /> completion of the investigation of the site <br /> and remediation; <br /> -monitoring well data including groundwater elevation, pH, <br /> temperature, conductivity, gradient; <br /> -analytical results of groundwater or soil sampling; <br /> and <br /> -a site map showing the "zero line" of contamination, if known, <br /> and changes in the above measurements over <br /> the last quarter., <br /> A Dhrbdun of San Joaquin CAxjnrF Health Cam sermcs <br />
