FREMONT STREET SITE CODE: 1106 <br /> STOCKTON <br /> We have completed our review of the June 1991 "Environmental Assessment Report <br /> prepared by Emcon Associates. <br /> Based upon the findings of this report, it will be necessary for you to complete <br /> a groundwater investigation to adequately define the extent of contamination. <br /> A minimum of 2 additional wells will be necessary to determine the site specific <br /> conditions; however, more wells mayi.be required if the groundwater plume (",zero- <br /> line") is not defined at the conclusion of the next phase of field work., <br /> Residual petroleum hydrocarbon contamination remaining at depths varying between <br /> 11 feet and 21 feet have been detected at elevated levels which will impact <br /> groundwater if left in .place. It will be necessary for you and your consultant <br /> to present options for soil remediation. These remedial options, and their <br /> related feasibilities, should be determined by using preliminary field .'tests <br /> and/or lab pilot studies. <br /> A work plan for the installation of additional monitoring wells and/or' soil <br /> borings shall be submitted to San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS=-EHD) within 2 weeks from the date of this <br /> letter. The completed field investigative report, the Problem Assessment Report, <br /> shall be due into our office and the Central Valley Regional Water Quality <br /> Control Board no later than October 28, 1991. Such reports shall bear the <br /> signature and stamped seal of the registered or certified professional providing <br /> direction of the completed work. <br /> Quarterly monitoring reports shall be submitted to Public Health Services, <br /> Environmental Health Division and Central Valley Regional Water Quality Control ' <br /> Board (CVRWQCB) until the investigation and cleanup of the site is `deemed <br /> adequate (pursuant to Section 2652(d) of the Underground Storage Tank Regulations <br /> (California Administrative Code, Title 23, Subchapter 16) . The reports are to <br /> show the: f <br /> -status of investigation and cleanup activities including the <br /> results of all investigations completed- to <br /> date; t <br /> -proposed continuing; or next phase of investigation; <br /> -method of cleanup proposed or implemented, schedules for the <br /> completion of the investigation of the site <br /> and remediation; <br /> -monitoring well data including groundwater elevation, pH, <br /> temperature, conductivity, gradient; <br /> -analytical results of groundwater or soil sampling; <br /> and <br /> a site map showing the "zero line" of contamination, if known, <br /> and changes in the above measurements over <br /> the last quarter. <br /> r <br /> i <br /> A Division of San Jirequin County Healrh Care Services �� <br />
