Fremont St. IN REPLY REFER TO SITE CODE: 11.06 <br /> Stockton, CA <br /> Pursuant to the telephone conversation of April 26, 1991 with a <br /> member of my staff, this letter will serve as confirmation <br /> detailing items that must be completed prior to the implementation <br /> of your proposed corrective action of aeration. <br /> The laboratory results of the sampling performed March 13, 1991, on <br /> the stockpiled soil has been evaluated and our comments are as <br /> follows: <br /> 1. Samples 915, 116 and 118 exhibited interferences during <br /> the laboratory's preparation for analyses. The detection <br /> limits for these samples were "adjusted" higher so that <br /> the laboratory could measure the quantity of contaminant <br /> present. Because these detection limits were raised <br /> above the acceptable detection limits, (5 times, 20 times <br /> and 3 times higher, respectively) contaminants that may <br /> be present were not accurately reported. <br /> 2 . Prior to conducting any corrective action or remediation <br /> on the stockpiled soil, Title 22 , Article 11, "Criteria <br /> for Identification of Hazardous and Extremely Hazardous <br /> Wastes, " must be performed on at least 4 samples testing: <br /> toxicity, WET, ignitability and corrosivity. Results <br /> from the Article 11 testing are to be submitted to our <br /> department for our appraisal. (Article 11 is enclosed <br /> for your edification. ) <br /> 3 . Pursuant to Federal law, 40 CFR 280. 67, public <br /> notification must be held for a 30 day comment period <br /> prior to initiation of a corrective action plan. We have <br /> begun your public notification and the 30 day comment <br /> period will end June 17, 1991, at 5: 00 p.m. Should our <br /> department not receive formal requests for a public <br /> hearing within this comment period, the final appraisal <br /> of your proposed corrective action plan can be <br /> accomplished. <br /> A Division of San Joaquin County Health Care Services <br />
