Groundwater Alonitoring Work Plan <br /> 1950I1'estFremontStreet,Stockton, California <br /> 1.0 INTRODUCTION <br /> This Groundwater Monitoring Work Plan(Work Plan)describes the scope of work proposed for 1950 <br /> West Fremont Street, Stockton, California(the site)to further evaluate the quality of the groundwater at <br /> the site, where chemicals have been previously found at concentrations exceeding regulatory criteria. In <br /> addition, the Work Plan includes a Health and Safety Plan(HASP)to be used during the implementation <br /> of the planned work. <br /> 1.1 LOCATION AND BACKGROUND <br /> The site is located at 190 West Fremont Street in Stockton, California. The Stockton Deep Water <br /> Channel is located approximately 500 feet south of the site,while Interstate 5 is located a few hundred <br /> feet north of the site. The site location is shown on Figure 1. The immediate site vicinity is shown on <br /> Figure 2. <br /> Previously,the site operated as a printed circuit board manufacturing facility under Tyco Electronics <br /> Corporation(TEC)and its predecessor companies, Sigma Circuits and Citation Circuits. Delta <br /> Switchboard Co. and RTE Delta Corp. also operated at the site. but they are not predecessor companies of <br /> TEC. TEC ceased operations at the site in May 2001. Currently,the site is occupied by an engineering <br /> company and a brewery. <br /> The site consists of a two story concrete tilt-up building with a concrete floor,and associated paved <br /> parking and support areas. Approximately 95 percent of the site is paved or covered by the building, <br /> while the remainder of the site is landscaped. The main portions of the former manufacturing facility <br /> consisted of two plating shops (A and B) located in the eastern half,a waste treatment area located in the <br /> southeastern portion,and a chemical storage area just south of the waste treatment area. <br /> Department of Toxic Substances Control (DTSC)conducted a site inspection on August 20, 2002. Based <br /> on their site visit and a review of documents submitted to DTSC. DTSC identified three Solid Waste <br /> Management Units(SWMUs)needing further investigation. The SWMUs included: <br /> • SWMU-t Plating Process Area <br /> • SWMU-2 Chemical Storage Area <br /> • SWMU-3 Wastewater Treatment Area <br /> In June 2004, DTSC entered into a consent agreement(Consent Agreement for Corrective Action-Docket <br /> No. SPRD 02/03 SCC-4288)with TEC. <br /> On the behalf of TEC, Earth Tech, Inc.
