Fremont Street
Stockton CA 95205
San Joaquin County Environmental Health Department (SJC/EHD) has reviewed
Subsurface Investigation Work Plan (Work Plan ) dated October 31 , 2005
submitted on your behalf by ATC Associates , Inc. (ATC) and has the following
comments.
ATC submitted the Work Plan in response to SJC/EHD directives to continue the
investigation of the vertical and lateral extent of the petroleum hydrocarbon
contamination , in both soil and groundwater, at this site . The Work Plan
proposes the installation of two shallow groundwater monitoring wells for plume
definition towards the east and one deep groundwater monitoring well onsite for
vertical definition down gradient from the source area . In addition , the Work Plan
proposes to pursue an access agreement with the contaminated underground
storage tank ( UST) site located at 2050 Fremont St. , which is across the street to
the south from the subject site , in order to utilize existing monitoring wells
currently being used to monitor the plume at that site . The proposal is to use one
shallow and three 'intermediate zone' wells at the neighboring property, though
the screen intervals of the offsite ' intermediate zone' wells are not at the same
depths as the 'intermediate zone' wells located at the subject site . Cross sections
received by SJC/EHD in reports from the 2050 Fremont St, site indicate a
lithology change exists across the site at approximately 100 feet below surface
grade ( bsg) . Above this level the lithology is predominately silts and clays with
intermittent sand beds , below this level is sand that consistently extends to
approximately 125 feet bsg across the site. The subject site ' intermediate zone'
wells are screened above , in the silt and clay; the 2050 Fremont site
' Intermediate zone' wells are screened below in the underlying sand . If present
on your site , the "deep' well should be discretely screened in a sand interval
below 100 feet.
