Fremont St. RO#: 0000251
Stockton, CA., 95205
WORK PLAN: "Revised Site Investigation Work Plan".
DATED: August 29, 2003
PREPARED BY: Cambria Environmental Technology, Inc — Joe Neely, RG
STATUS: APPROVED, (with conditions noted in comments)
ADEQUATE AND NECESSARY ELEMENTS OF THE WORK PLAN fH&S
25299.37, subd(c)(3)1:
• Install three onsite monitoring wells, one onsite CPT deep soil boring and
nine offsite CPTs for 1,2-DCA investigation and,
• Conduct aquifer pump test on two existing monitoring wells and conduct
interim groundwater extraction to protect offsite, down-gradient drinking
water well and,
• Collect and analyze groundwater samples from all borings (except SB-19)
for 1,2-DCA and soil samples from selected borings at selected depths for
selected analytes and,
• Submit report of findings to EHD.
COMMENTS AND CONDITIONS:
SHELL continues to sample for lead in the soil and EHD has not directed
nor required this analysis and does not consider it necessary. Three
offsite down gradient borings will have shallow soil sampling for TPHg,
BTEX, and Oxygenates. EHD advises SHELL to reevaluate their proposal
to analyze only for 1,2-DCA, TPHg, and BTEX in the shallow soils when
gathering data to show the lateral and vertical extent of the site
contamination and analyze for ALL petroleum constituents. The recently
submitted Site Conceptual Model (SCM) provided only TPHg and
Benzene groundwater data on the iso-concentration maps and only TPHg,
Benzene and 1,2-DCA soil data on the cross sections. The SCM is to
include soil and groundwater data for these constituents on both iso-
concentration maps and cross sections in the future. The cross sections
should have the soil lithological units drawn across the background with
link-up interpretations for continuity shown.
