C A M B R I A
August 13,2003
Mr. Mike Infurna
San Joaquin County Environmental Health Department _
304 East Weber Street,Third Floor R E"IED
Stockton, California 95202
Re: July 28, 2003 Meeting
AUG 15 2003
Shell-branded Service Station ENVIRONMENT HEALTH
2494 East Fremont Street PERMIT/SERVICES
Stockton,California
SAP Code 136141
© Incident No. 98996181
SJCEHD Site 506171
Dear Mr. Infurna:
Thank you for meeting with us on July 28, 2003 to discuss this site. Cambria Environmental
Technology, Inc. (Cambria) is writing this letter on behalf of Equilon Enterprises LLC dba Shell
Oil Products US(Shell)to document matters discussed during the meeting.
During the meeting, San Joaquin County Environmental Health Department (EHD) requested
that Shell analyze groundwater samples from all site monitoring wells quarterly for all seven
oxygenates (methyl tertiary butyl ether, tertiary butyl alcohol, ethyl tertiary butyl ether, tertiary
amyl ether, di-isopropyl ether, methanol, and ethanol) and for lead scavengers (ethylene
dibromide and dichloroethane) in addition to the normal TPHg and BTEX analysis. We had
previously stopped quarterly analysis of all of the above compounds because they were not
detected in groundwater. Analysis for these compounds was reinitiated based on the EHD letter
dated June 24, 2002, where we were directed to do oxygenate and lead scavenger analyses in all
site wells at least once per year. Based on the verbal directive in the meeting, we have
incorporated quarterly sampling of all the oxygenates and lead scavengers in the site sampling
program and this will take effect during the third quarter 2003 sampling event.
EHD asked Shell to propose a new due date for the Site Conceptual Model (SCM) and for the
Oakland, C A site investigation work plan. On July 29, 2003 we proposed the due date for the SCM be August
Sonoma, CA
Portland, OR 15, 2003, and the due date for the work plan be August 29, 2003. EHD verbally approved these
Seattle, WA due dates. In addition, Cambria requested a file review date of August 20, 2003 to review EHD
files for sites within their jurisdiction that have ongoing 1,2-DCA contamination cases.
Cambria
Environmental
Technology,Inc. During our meeting, EHD inquired as to why Shell is reluctant to investigate for 1,2-DCA as
directed to do so by EHD, but when asked to do 1,2-DCA investigations by the Central Valley
270 Perkins Street
P.O.Box 259
Sonoma,CA 95476
Tel(7o7)935-4850
Fax(7o7)935-6649
