Please be advised that permits are issued to C-57 licensed contractors.
Once the wells are properly installed, they become the responsibility of the
property owner and/or leasee. The well permits are "finalled" and the C-57
licensed contractor is no longer responsible for the wells.
The definition of a responsible party for sites contaminated by an unauthorized
releases from underground storage tanks (UST) includes the owner/operator of
the UST at the time of the release and the current property owner. Please clarify
if Shell Oil Company still exists and if Equilon is a separate company or a parent
company of Shell Oil Company. This will enable our agency to correctly identify
responsible parties for the Shell facilities.
If you have any questions contact me at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret Lagorio, Supervising REHS
Site Mitigation Unit
A Division of San Joaquin County Health Care Services
