Fremont St. <br /> Stockton, CA., 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS-EHD) has reviewed the "Workplan" received on March 5, 1998 from <br /> CAMBRIA and has the following comments. <br /> The subsurface investigation at this site during October 1997 revealed that the <br /> soil has been impacted by a release from the underground tank system. Total <br /> Petroleum as Gasoline was detected in "SB-2" at 5,700 mg/kg at 35.5 feet below <br /> the surface. Deeper investigation was not possible due to auger refusal with the <br /> "push-point" equipment. <br /> On December 29, 1997, PHS-EHD requested submission of a workplan for <br /> monitoring well installations at the site by March 2, 1998. A workplan received <br /> on March 5, 1998 proposed a single soil boring and a contingency plan to place <br /> the monitoring wells originally required by PHS-EHD, only if the water grab <br /> sample was contaminated. <br /> It is the opinion of PHS-EHD that by drilling one soil boring to groundwater, <br /> obtaining a groundwater sample for over night analysis, and grouting the soil <br /> boring does not represent the groundwater investigation required by PHS-EHD <br /> nor does it provide the most cost-effective approach to this investigation. With <br /> the obvious petroleum stained soil and strong petroleum odors noted in the soil <br /> sample at "SB-2" only five feet above the seasonal high groundwater levels <br /> known to occur at this site, the probability that the groundwater has been <br /> impacted is very high. The proposal to re-mobilize and install the monitoring <br /> wells at a later date is not acceptable. <br /> A Division of San Joaquin County Health Care Services <br />
