Fremont St., Stockton. <br /> Included in Shell's proposal to modify the work plan was the statement "We <br /> acknowledge that further vertical assessment may be warranted onsite in the <br /> future, but we would like to evaluate the need for this after additional data has <br /> been collected form this current phase of work." EHD has made it clear that <br /> data from the existing monitoring wells show contamination. The repeated 1,2- <br /> DCA contaminations detected in ground water samples from Shell's onsite <br /> monitoring wells S-1-85, S-2-85, S-3-84, and S-4-83 indicate the plume is not <br /> vertically or laterally defined. The extent of this contamination must be <br /> delineated laterally and vertically on site and off site. EHD reiterates its position <br /> and former directives that Shell must conduct a lateral and vertical investigation <br /> now. <br /> EHD has advised Cambria that if private parcel access agreements cannot be <br /> obtained, Shell was to move the boring locations to the municipal right of way <br /> and obtain City or County Public Works encroachment. <br /> A revised work plan should be submitted to EHD that details the actual locations <br /> and construction designs for all boring/wells that have not been installed to date. <br /> Sites are required to be in compliance with directives issued by EHD in order to <br /> become or remain eligible to receive reimbursement from the State Water <br /> Resources Control Board (SWRCB) Clean Up Fund. At this time Shell is not in <br /> compliance with EHD directives for this site. <br /> In addition, EHD will be reviewing the compliance status of all Shell sites in San <br /> Joaquin County. EHD has previously met with Shell to discuss investigations at <br /> all their sites and to stress the necessity of adequate and appropriate <br /> investigations.
