Fremont St, Stockton-Extension Request <br /> Mr. Infurna, <br /> On March 9, 2009, San Joaquin County Environmental Health Department (SJCDEH) issued a letter to <br /> Shell Oil Products (Shell) requesting a Revised Corrective Action Plan (Revised CAP) be submitted by <br /> April 23, 2009 that addresses the concerns listed in their March 9, 2009 and July 23, 2008 letters. After <br /> thorough review of historical soil and groundwater data it was determined that there are data gaps (i.e. lack <br /> of shallow soil samples, old soil data, incomplete groundwater data, etc.)that need to be addressed before <br /> a Revised CAP can be completed. With this development, CRA proposes that we perform a subsurface <br /> investigation that will address issues and concerns raised in SJCEHD's letters to determine whether there <br /> is an off-site or on-site 1,2-DCA source, investigate the soil and groundwater conditions between the Shell <br /> site and the Former ARCO station located at 2491 E. Fremont St. (2478 E. Oak St.), and update the <br /> hydrocarbon concentrations in soil for mass calculations. <br /> With this new approach, we request a change in scope of work from a Revised CAP to a conducting a <br /> subsurface investigation and a four week extension from the April 24, 2009 due date. This will allow us <br /> enough time to prepare, review, and submit a work plan by May 22, 2009. <br /> It was a pleasure talking to you this morning about this subject and we look forward to working with you.
