RECE MED
C A M B R I A AUG 2 9 2003
ENVIRONMENT HEALTH
PERMIT/SERVICES
August 28,2003
Mr. Mike Infurna
San Joaquin County Environmental Health Department
304 East Weber Street,Third Floor
Stockton,California 95202
Re: Revised Site Investigation Work Plan
Shell-branded Service Station
2494 East Fremont Street
Stockton,California
SAP Code 136141
© Incident 181
Site
5061
SJCPHS Site 506171
Dear Mr. Infurna:
Cambria Environmental Technology, Inc. (Cambria)prepared this revised work plan on behalf of
Equilon Enterprises, LLC dba Shell Oil Products US (Shell). San Joaquin County
Environmental Health Department (EHD) directed Shell, in their July 18, 2003 letter, to prepare
a revised work plan to delineate the vertical and lateral extent of methanol and 1,2-
dichloroethane (1,2-DCA)beneath the site. The original due date for this work plan was August
19, 2003, but EHD extended the due date to August 29, 2003. The work plan presented below is
written to comply with EHD and Regional Water Quality Control Board(RWQCB)guidelines.
As discussed during the July 28, 2003 meeting with EHD, Shell, RWQCB, and Cambria, EHD's
original request to investigate the extent of methanol was based on a one-time detection (in two
wells) of methanol. EHD agreed that further assessment for methanol is not warranted at this
time based on the one-time detection. Shell has altered the groundwater sampling program at the
site to include methanol analysis for groundwater samples from all monitoring wells on a
quarterly basis.
SITE DESCRIPTION AND BACKGROUND
Oakland, C A The subject property is located on the southwest comer of the intersection of East Fremont Street
San Ramon, CA and Filbert Street in Stockton, California (Figure 1).
