Could you forward this to Paul or let him know the information contained in this email.
As soon as our accounting department creates a program ID for the APSA program for the facility,an official inspection
report will be generated and email. You have 30 days after you receive the official inspection report to update the
department on the status of achieving compliance or providing a SPCC plan.
In order to exclude a tank from the Spill Prevention,Control,&Countermeasure(SPCC)plan, the tank must be
permanently closed, the requirements for this are attached. It is up the facility to decide how a tank that is not being
used will be handled. If the tank is"permanently closed" and the tank is later used, the SPCC plan will need to be
amended and the tank incorporated into the plan. If the tank will not be"permanently closed" it must be part of the
SPCC plan and treated as if it were in use, this means conducting inspections as required by the SPCC plan and providing
secondary containment, overfill prevention,to name a few requirements. The SPCC plan should address all of this,
unless a tank that had previously held petroleum product is permanently closed.
Feel free to contact me with any questions that you may have on the APSA program.
FR EE classes presented by N ES l nc. a re ava ilable to al l Sa n Joaq u i n Cou my Haza mous Waste, U ndergrou nd Storage Ta n k,
and Aboveground Petroleum Storage Facility Business Owners and Operators.
