Mr. Wayne Henry • • Page 3 of 3
Rei United Rental 15 December 2011
2911 E. Fremont St., Stockton, California
4. L&P, in the conclusions and recommendations section of the report, states that
petroleum hydrocarbon vapor persists in the vadose zone at the site; however, no
vadose zone vapor samples were collected that could substantiate that statement.
This may be important as pea gravel was utilized to backfill the excavation, potentially
providing a highly permeable vertical pathway between residual impacted soil at
depth and the concrete floor of the building.
The EHD cannot approve site closure based on the findings reported and interpreted. Please
prepare and provide a report that addresses the issues discussed above. Acquiring
additional air sample(s) in the building under better controlled conditions may be necessary.
If interior air is sampled again, the EHD recommends sampling air in the pea gravel backfill
underlying the concrete floor in the former clarifier over-excavation, such a sample may
provide valuable insight to the issues raised above.
If you have any questions please contact Lori Duncan at (209) 468-0337 or by email at
Iduncan(a)sicehd.com, or Nuel Henderson at (209) 468-3436 or by email at
nhenderson@sjcehd.com.
Sincerely,
Lori Duncan, REHS Nuel C.
