The TRC has prepared the following comments and recommendations for
your action.
The TRC indicated that since groundwater has risen so dramatically in the area over
the last year, groundwater elevation measurements should be collected. Also, if the
groundwater has risen and depth to water is less than or equal to 60 feet, than all
wells with sufficient water should be purged and sampled.
The closure report did not adequately address possible impact to groundwater which
the residual soil contamination may pose. The TRC recommended that environmental
fate and transport analysis, based on a revised estimate of residual soil contamination
be conducted to evaluate the contamination's threat to groundwater. Please submit
all parameters, assumptions, calculation and calibration of the environmental fate
model selected.
Should an impactto groundwater be indicated with modeling, please prepare economic
and technological feasibility analyses.
Once PHS/EHD has received the above information, the request for closure will be
evaluated. If closure is warranted, PHS/EHD will prepare correspondence to the
CVRWQCB indicating this and that the CVRWQCB has 30 days with which to
comment. Once the 30 day comment period is complete, please submit a work plan
A Division of San Joaquin County Health Care Services
