(AGE) on your behalf. Based on the <br /> results of the SCM, AGE recommends the advancement of two paired cone penetrometer <br /> test (CPT) borings and sampling of deep groundwater to define the vertical and lateral <br /> extent of dissolved contaminant, 1,2-dichloroethane (1,2-DCA). <br /> During review of the SCM, EHD identified a discrepancy that must be addressed. The <br /> original underground storage tanks, Tank I and Tank 3, are reversed in the SCM Figures <br /> and in most Of the quarterly monitoring reports submitted to date. EHD thought this had <br /> been addressed and corrected when AGE provided EHD with documentation in a <br /> Facsimile dated April 29, 2003. The documentation consisted of a sketched drawing by <br /> AGE personnel during the removal of the USTs. This drawing and a sketched drawing <br /> 1� 0 <br /> by EHD personnel, both place Tank I closer to Oro Street and Tank 3 closer to Fremont <br /> Street. Also Figure 4 of Prefiniinut-v Investigation ond Evaluation Rej)ot-1 submitted by <br /> AGE on September 27, 1999, indicates that Tank I is located southwest of Tank 3. <br /> In spite of this discrepancy, EHD concurs with AGE recommendation to advance two <br /> paired CPT borings at this site. Please submit a work plan to EHD by November 1, 2005, <br /> showing specific locations for the two paired CPT borings along with the technical <br /> justification for these locations. <br /> By letter dated May 3, 2005, EHD directed you to submit analytical and field data from <br /> previous and Current groundwater monitoring events to Geotracker — the California State <br /> Water Resources Control Board database program, by August 5, 2005. To date, <br /> analytical data have not been submitted to Geotracker. Failure to submit this requested <br /> data constitutes a violation of California Code of Regulations, Title 23, Division 3, <br /> Chapter 16, California Underground Storage Tank Regulations, Article 11, Section 2725. <br /> If the analytical and Field data are not electronically submitted to Geotracker by Oclohcr <br /> 11. 2005, formal enforcement action by the San Joaquin County District Attorney's <br /> Office and/or the Central Valley Regional Water Quality Control Board may be <br /> requested. <br />
