Stericycle Environmental Solutions <br /> HOUSEHOLD HAZARDOUS WASTE PROGRAM <br /> 11 CONTINGENCY PLAN <br /> a. Whenever there is an imminent or actual emergency situation,the Site Safety Officer(SSO)will <br /> immediately do the following: <br /> 1. Notify all personnel that an emergency condition exists by facility alarms(if applicable),air horn,a <br /> voice command and/or two-way radio and notify 911 immediately to dispatch the Local Fire <br /> Department to Central Valley Waste Services, 1333 E Turner Rd., Lodi, CA 95240. <br /> All personnel will be instructed to proceed to the evacuation location shown in the Site Overview map <br /> and Site Plan located in Section#17 as indicated by the Project Manager(PM)in the safety <br /> orientation meeting. All personnel will evacuate along the closest edge of the traffic lanes to <br /> Evacuation area#1. Prevailing winds may require evacuation area to change to evacuation point#2. <br /> A traffic/survey staff member will be instructed to cone off the entrance. The occupants of vehicles in <br /> the unloading area will be directed to turn off their vehicles, if not already off,and leave the site in the <br /> appropriate direction to the Evacuation location. During set-up,cones will be placed in the <br /> designated area for quick placement. <br /> 2. If not already on scene, advise state and local agencies, if their assistance is needed, as <br /> appropriate. <br /> b. Whenever there is a release,fire or explosion the SSO will identify the character,quantity,exact source <br /> and other specific details of the hazard. This may be done by visual inspection,checking site records or <br /> conducting chemical analysis. <br /> C. Concurrently,the SSO will assess possible direct or indirect effects to human health or the environment as <br /> a result of the release,fire,or explosion. <br /> d. If the SSO determines that the site has had a release,fire,or explosion which could threaten human <br /> health,or the environment,outside of the site,the SSO will report the findings as follows: <br /> 1. If incident assessment indicates that evacuation of local areas may be advisable,the SSO will <br /> immediately notify appropriate local authorities. The SSO will be available to help officials determine <br /> which areas should be evacuated;and <br /> 2. The SSO will, in every situation, immediately notify the State Office of Emergency Services <br /> (CalEMA). <br /> The report shall include the following items: <br /> (A) Name and telephone number of reporter; <br /> (B) Name and address of site; <br /> (C) Time and type of incident(e.g., release,fire); <br /> (D) Name and quantity of material(s)involved,to the extent known; <br /> (E) The extent of injuries, if any, and; <br /> (F) The possible hazards to human health or the environment,outside of the site. <br /> e. During an emergency,the SSO shall take all reasonable measures necessary to ensure that fires, <br /> explosions and releases do not occur, recur,or spread to other hazardous wastes at the site.
