t <br /> 1 INTRODUCTION <br /> This report presents EMCON's revised remedial action plan (RAP) for the former Nestle <br /> USA, Inc (Nestld), Distribution Center at 4343 East Fremont Street, Stockton, California <br /> (Site) (Figure 1) This revised RAP was prepared at the request of San Joaquin County <br /> Public Health Services (SJCPHS) in its letter dated February 3, 1995 (SJCPHS, 1995) and <br /> based on discussions in a meeting held on May 30, 1995 The report assesses the current <br /> soil and groundwater conditions, models the potential transport of components found in <br />' the soil, and evaluates remedial alternatives This section presents the site background, a <br /> description of the recent soil and groundwater analyses, and the baseline conditions that <br /> were considered before modeling the site soil and groundwater chemistry <br /> 1.1 Background <br /> An oil/water separator was removed from the site in June 1986 Three soil samples <br /> collected from the excavated soil contained petroleum hydrocarbons and chlorinated <br /> solvents Concentrations up to 2,200 milligrams per kilogram (mg/kg) total petroleum <br /> hydrocarbons (TPH), 11 mg/kg 1,3-dichlorobenzene (DCB), and 0 47 mg/kg <br /> tetrachloroethene (PCE), among others, were reported in the soil samples collected from <br />' the excavated soil The analytical results are presented in Appendix A Based on these <br /> results, the SJCPHS indicated that further site assessment would be required to determine <br /> the nature and extent of the soil and any groundwater impact <br /> 1 <br /> 1.2 Recent Analyses <br />' In November 1994, EMCON drilled two borings (B-1 and MW-1) on the north and south <br /> sides of the former oil/water separator (Figure 2) Boring B-1 was drilled to a depth of <br />' 31 5 feet below ground surface (BGS), and boring MW-1 was drilled to a depth of 98 feet <br /> BGS and converted to a groundwater monitoring well Soil samples were obtained from <br /> the borings at approximately 5-foot intervals beginning at a depth of approximately 10 feet <br />' BGS <br />' Soil and groundwater samples were analyzed by the Nestle Quality Assurance Laboratory <br /> for TPH by U S Environmental Protection Agency (USEPA) method 8015M, and for <br /> volatile organic compounds (VOCs)by USEPA method 8260 <br /> I\PJ2\RXKD0285 DOC-951jic 1 Rev 0,8128195 <br /> 22074-001001 1_1 <br />
