The investigation was performed in
accordance with SECOR's Work Plan for Second Limited Phase 11 Investigation dated April
25, 2006, which was submitted to SJCEHD. This work plan, which included provisions for
multiple mobilizations (if required), was approved by SJCEHD on May 16, 2006.
BACKGROUND
In June 2005, SECOR performed a Phase I environmental site assessment of the above-
referenced Site and submitted to PG&E on September 12, 2005 a report entitled Phase I
Environmental Site Assessment Report, Pacific Gas and Electric Company, 401 French
Camp Road, French Camp, California. The Site has been used by PG&E as a general
construction yard for pipeline crews since the late 1950s and was purchased by PG&E in
1991. The Phase I revealed that in 1995, PG&E removed one concrete aboveground
storage tank (AST) (con-vault) with a diesel and a gasoline side from the location shown in
Figure 2. The con-vault reportedly replaced steel diesel and gasoline ASTs in the same
location.
On December 20, 2005 SECOR conducted an investigation to evaluate soil conditions at
the con-vault location in accordance with the December 9, 2005 Work Plan for Limited
Phase 11 Investigation, PG&E - French Camp - General Construction Yard, 401 French
Camp Road, French Camp, California. The investigation was summarized in detail in the
February 14, 2006 document entitled Results of Limited Phase 11 Investigation, PG&E -
Final PGE French Camp 2nd Phase III:\PG&E\2nd Pz II\report\Final PGE French Camp 2nd Phase ll.doc
