Wiget Lane PERMIT/SERVICES <br /> Walnut Creek, CA 94598 <br /> NO FURTHER ACTION DETERMINATION, PG&E FRENCH CAMP GENERAL CONSTRUCTION <br /> YARD, FRENCH CAMP, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) <br /> staff reviewed the 21 December 2010 Site Closure Report and Request for No Further Action (Report) <br /> submitted by Stantec Consulting Corporation on behalf of Pacific Gas & Electric Company (PG&E) for <br /> the general construction yard at 401 East French Camp Road in French Camp (Site). <br /> As described in the attached memo, the Site is a former general construction yard owned by PG&E. <br /> PG&E continues to use the Site for storage or as a staging area for regional operations, but the Site <br /> does not support day to day operations. In June 2005, PG&E performed a Phase I environmental site <br /> assessment, which found that in 1995, PG&E removed one concrete ConVault-style aboveground tank <br /> (AGT). The ConVault tank had replaced older steel ALTs and consisted of separate vessels for <br /> storing diesel and gasoline. The French Camp Fire Department oversaw the 1995 removal of the <br /> ConVault AGT. It is unknown when the steel ALTs were removed. <br /> Between 2006 and 2010, PG&E drilled 27 soil borings, installed six soil vapor wells, installed three <br /> groundwater monitoring wells, and excavated contaminated soil. Remaining soil and soil gas <br /> concentrations do not pose a threat to human health or the environment, and concentrations in the <br /> groundwater monitoring wells were below water quality objectives when they were destroyed in 2009. <br /> PG&E has satisfactorily completed Site investigation and remedial action, and a permanent remedy <br /> has been accomplished at the Site. Therefore, no further action is required. <br /> Issuance of a No Further Action Determination does not preclude future action by the Central Valley <br /> Water Board if subsequent monitoring, testing, or analysis at the Site indicates that the remedial action <br /> standards and objectives were not achieved; a new or previously undiscovered release occurs at the <br /> Site; or new information indicates that further site investigation and remedial action are required to <br /> prevent a significant risk to human health and safety, the environment, or water quality. <br /> If you have questions about this letter, you may call Kristi Shelton at (916) 464-4819. <br /> PAMELA C.
