Box 1500
French Camp, CA 95231
CONDITIONAL APPROVAL, GROUNDWATER WORKPLAN, FRENCH CAMP RV PARK
AND GOLF COURSE, SAN JOAQUIN COUNTY
I have reviewed the September 2006 Groundwater Monitoring Well Installation Workplan,
prepared by Nolte Associates, Inc. The workplan was prepared to characterize groundwater
quality as part of preparation of a Report of Waste Discharge (RWD). After reviewing the
workplan, I have the following comments:
• The wastewater storage pond likely infiltrated significant amounts of treated wastewater.
That infiltrated wastewater may have impacted groundwater quality. As a result, Wells
MW-1 and MW-2, located in the reserve disposal area may have been impacted by that
discharge. Please propose a monitoring well network that will provide groundwater
quality data upgradient of the site discharges.
• Please specify the hollow stem auger diameter to be a minimum 8-inch diameter to
maintain the two-inch minimum annular seal required by California Well Standards,
Bulletin 74-90, Part 2, Section 9, C.
• Please surge the filter pack before installation of the bentonite transition seal as
recommended by San Joaquin County Environmental Health Department Well
Standards, Section 13.10.8.
• The well screens should be installed based on historical groundwater elevations and field
conditions. The wells should be constructed to monitor the first saturated interval
encountered in the borehole. However, due to the location of Wells MW-3 and MW-4 in
the proposed dispersal areas, construction of an adequate seal is very important.
• Please add trihalomethanes, manganese, hardness, and total coliform organisms to the
list of analytes in Table A-1.
Please address the items described above prior to installation of the groundwater monitoring
wells.
California Environmental Protection Agency
0 Recycled Paper
