Stockton Dodge Chrysler Jeep Ram, Used Oil Tank, (Facility 11745), 22§CCR 66265.192,May 2018 <br /> 4.0 Inspection <br /> 4.1 Results: <br /> 4.1.1 Foundation: <br /> The Used Oil tank is sitting on an asphalt foundation.No cracks, spalling or other <br /> deficiencies were found in the foundation. The tank is not secured to the foundation by <br /> any mechanical means and the seismic evaluation shows no risk of overturning or sliding. <br /> The foundation appears to be sufficient to maintain the full load of the tank based upon <br /> its many years of service at this location;however, this tank should be resting on a <br /> concrete pad. There are four(4) angle iron supports anchored to the asphalt surrounding <br /> the tank. See Attachment D.3. <br /> 4.1.2 Containment: <br /> The Used Oil Tank is a double-walled protected aboveground tank with secondary <br /> containment capable of containing 100%of the contents and is intrinsically designed to <br /> prevent exposure to precipitation. <br /> 4.1.3 Shell: <br /> The inner and outer shell are constructed of ten (10)gauge carbon steel of unknown <br /> specification. It is a double walled horizonal rectangular design. See Attachment D.1.The <br /> shell exterior was visually inspected and appears in satisfactory condition. The coating <br /> was inspected for disbonding, adhesion, deterioration, and discoloration(See Section <br /> 4.1.6).A visual inspection was conducted over the exterior shell including the shell <br /> external welds.No discrepancies were noted on the welds. The Used Oil tank was not <br /> labeled in accordance with NFPA 704. <br /> 4.1.4 Appurtenances: <br /> Inspected and evaluated each tank nozzle in accordance with STI SP-001. Evaluated all <br /> nozzles and reinforcement plates for leaks and corrosion.Normal venting is being <br /> provided by a 2" downdraft vent discharging approximately 5 feet above grade. See <br /> Attachments D.5 and D.6. The interstice also has a 2" downdraft vent installed. This <br /> height does not meet the requirements of CFC 5704.2.7.3.3. There are no emergency <br /> vents attached to the tank. See Attachment D.10. Every aboveground storage tank shall <br /> have emergency relief venting...that will relieve excessive internal pressure caused by an <br /> exposure to fire (NFPA 30 22.7.1.1). The Used Oil tank has a Scully Uni-Gauge installed <br /> for the purpose of measuring the liquid level installed in both the primary tank and the <br /> interstice. See Attachment D.7. The Used Oil tank has a BJ Enterprises Sentry Tank <br /> Monitor to help prevent overfills. See Attachment D.9. The tank monitor was operational <br /> during the inspection; however,was difficult to hear when next to the Husky 1040 <br /> Double Diaphragm Pump located inside the building. This potential problem is further <br /> evidenced by the staining around the downdraft vent indicating an overfill. See <br /> Attachment D.5. <br /> 4.1.5 Paintinglinsulation: <br /> There are minimal areas of coating failure throughout the shell and roof of the tank. The <br /> corrosion is surface-oriented at this time. <br /> 5 <br />
