The following is an itemized list of hazardous waste violations that have not been <br /> addressed for STOCKTON DODGE INC as of November 18, 2015. <br /> Open violations from September 02, 2015 inspection <br /> Violation#501 -Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a current tank assessment for the 650 gallon waste oil tank or the 250 gallon waste antifreeze <br /> tank. The tank assessment on site was dated June 15, 2010. The owner or operator of a hazardous waste tank shal <br /> obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in <br /> California attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and <br /> treating of hazardous waste, and that the tanks and containment system are suitably designed. Immediately have a <br /> Certified Professional Engineer re certify the tank assessment for the 650 gallon waste oil tank and the 250 gallon <br /> waste antifreeze tank. Submit a schedule showing when this will be accomplished to the EHD. <br /> Violation#605 -Failed to completely label containers or tanks of hazardous waste. <br /> Containers of hazardous waste not properly labeled: <br /> -A white 250 gallon container of waste antifreeze on the south west side of the facility did not have a start <br /> accumulation date. <br /> -A black 40 gallon drum of used absorbent with oil on the south west side of the facility only had "Hazardous Waste" <br /> on the drum. <br /> -A black 40 gallon drum of used absorbent with oil on the south west side of the facility did not have a hazardous <br /> waste label. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> - hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. Since <br /> it cannot be determined how long the containers and drums of hazardous waste has been on site, immediately <br /> contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifes <br /> to the EHD. <br /> Violation#608 -Failed to properly manage used oil and fuel filters. <br /> Three black 55 gallon drums of drained used oil filters on the south west side of the facility were open during <br /> inspection . Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as <br /> "drained used oil filters,"and marked with an accumulation start date. Immediately close the drums of drained used <br /> oil filters and ensure that all used oil filters are managed in this way. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> Page 2 of 2 <br />
