Stockton Dodge Chrysler Jeep Ram, Waste Antieeze Tank, (Facility 11745), 22§CCR 66265.192,August <br /> 2018 <br /> 4.0 Inspection <br /> 4.1 Results: <br /> 4.1.1 Foundation: <br /> The Waste Antifreeze tank is sitting on an asphalt foundation.No cracks, spalling or <br /> other deficiencies were found in the foundation. The tank is not secured to the foundation <br /> by any mechanical means and the seismic evaluation shows no risk of overturning or <br /> sliding. The foundation appears to be sufficient to maintain the full load of the tank based <br /> upon its many years of service at this location; however,this tank should be resting on a <br /> concrete pad. There are three(3) angle iron supports anchored to the asphalt surrounding <br /> the tank. See Attachment C.13. <br /> 4.1.2 Containment: <br /> The Waste Antifreeze tank is a single-walled and relies on the polyethylene containment <br /> as secondary containment. The containment is of sufficient size and is underneath cover <br /> not exposed to precipitation. There was one (1) inch of waste in the containment. See <br /> Attachment C.5. <br /> 4.1.3 Shell: <br /> The shell is constructed of high density polyethylene. It is a vertical cylindrical tank. The <br /> shell exterior was visually inspected for cracking, bulging, discoloration.No <br /> discrepancies were found. The waste is compatible with the tank.A Liquid Penetrant <br /> evaluation was performed on the nozzles and high stress areas as appropriate.No <br /> environmental cracking was found. The Waste Antifreeze tank was not labeled in <br /> accordance with NFPA 704. <br /> 4.1.4 Appurtenances: <br /> The Waste Antifreeze tank lacks any form of liquid level device as required by California <br /> Fire Code Section 5003.2.7. The tank has a two (2) inch nozzle for product receipt. There <br /> is also a two (2) inch nozzle with a high level overfill alarm installed. See Attachment <br /> C.3. This alarm was found to be operational during the re-inspection. <br /> 4.1.5 Painting/Insulation: <br /> There is no coating on the Waste Antifreeze tank. <br /> 4.1.6 Piping: <br /> The Waste Antifreeze Tank has a V NPS copper receipt piping system which consists of <br /> a Gracco Husky 1040 Double Diaphragm Pump; one (1) union, one (1) 45°, three(3) <br /> elbows, approximately sixteen (16) feet of carbon steel piping, and approximately three <br /> (3)foot of flex hose. See Attachments CA and C.9—C.12. The copper piping will cause <br /> galvanic corrosion to the surrounding steel components. Copper is also a low melting <br /> point material that should not be used in this piping system. The diaphragm pump is <br /> constructed of the following materials: Aluminum, Hytrel, and acetal. All of these <br /> materials are compatible with the waste. The pump is anchored to prevent movement;the <br /> flex hose has no pipe supports and the angle at which it turns into the pump is excessive.. <br /> The installation date of the diaphragm pump is unknown. <br /> 4.1.7 Stairways/Ladders/Walkways: <br /> None. <br /> 5 <br />
