� S <br /> Stockton Soils Treatment Facility <br /> INITIAL STUDY <br /> INTRODUCTION <br /> This environmental document addresses the environmental issues <br /> associated with the Stockton Soils Treatment Facility (SSTF) as <br /> proposed by Ogden Environmental Services, Inc. The project of <br /> record is a Solid Waste Facilities Permit to be issued by the <br /> Environmental Health Division of San Joaquin County Public Health <br /> Services . For purposes of the environmental review, the Environ- <br /> mental Health Division (EHD) is the Lead Agency for this project . <br /> Contained within this document is a project description, the <br /> Initial Study form, and a Detailed Environmental Assessment <br /> (DEA) . The DEA addresses each environmental issue by topic (with <br /> topic numbers as presented in the Initial Study) . The DEA pro- <br /> vides an environmental setting and analysis sufficient to estab- <br /> lish an environmental baseline, and proposes specific mitigation <br /> measures to avoid or reduce to insignificance the potential <br /> environmental impacts. The environmental issues were identified <br /> through completion of the Initial Study and a scoping session <br /> conducted by the Environmental Health Division on May 13 , 1991 . <br /> This document was prepared by Baracco and Associates (P .O. Box <br /> 1415 , Sutter Creek, CA 95685 , telephone 209-223-2357) under <br /> contract to the Environmental Health Division.
