 S
Stockton Soils Treatment Facility
INITIAL STUDY
INTRODUCTION
This environmental document addresses the environmental issues
associated with the Stockton Soils Treatment Facility (SSTF) as
proposed by Ogden Environmental Services, Inc. The project of
record is a Solid Waste Facilities Permit to be issued by the
Environmental Health Division of San Joaquin County Public Health
Services . For purposes of the environmental review, the Environ-
mental Health Division (EHD) is the Lead Agency for this project .
Contained within this document is a project description, the
Initial Study form, and a Detailed Environmental Assessment
(DEA) . The DEA addresses each environmental issue by topic (with
topic numbers as presented in the Initial Study) . The DEA pro-
vides an environmental setting and analysis sufficient to estab-
lish an environmental baseline, and proposes specific mitigation
measures to avoid or reduce to insignificance the potential
environmental impacts. The environmental issues were identified
through completion of the Initial Study and a scoping session
conducted by the Environmental Health Division on May 13 , 1991 .
This document was prepared by Baracco and Associates (P .O. Box
1415 , Sutter Creek, CA 95685 , telephone 209-223-2357) under
contract to the Environmental Health Division. Bruce Baracco
served as project manager and was assisted by Gordon Berg, asso-
ciate consultant .
1
