The initial on-site activity will <br /> involve unloading the contaminated soil at the Unloading <br /> Ramp and depositing the material in segregated piles within <br /> the Contaminated Storage Area. The Unloading Ramp will be <br /> equipped to wash down the transport trucks prior to leaving <br /> the site. The Contaminated Soil Storage Area is constructed <br /> so that the bottom is sealed and the sides are bermed to <br /> contain any leachate. The piles of contaminated soil are <br /> covered to control dust, odors, exposure of the material to <br /> weather and preventing hydrocarbons from escaping into the <br /> atmosphere. The storage capacity of the Storage Area is <br /> approximately 10,000 tons. It is anticipated the average <br /> storage time for contaminated soil will be 14 days, with a <br /> maximum storage time of 60 days. <br /> 2 . Leachate and Runoff Collection and Pretreatment System <br /> Wash down water at the Unloading Ramp and storm water runoff <br /> from the contaminated soil stockpile will be collected by a <br /> sump and pipe system for pretreatment prior to discharge <br /> into the city of Stockton municipal sewage system. The <br /> pretreatment system consists of a settling tank, an oil- <br /> water separator, and a dual carbon bed filter. The pre- <br /> treatment system is capable of processing up to 7 , 200 gal- <br /> lons per day. <br /> 3 . Circulating Bed Combuster (CBC) System <br /> Prior to treatment, the contaminated soil is pretreated in <br /> the tent structure located in the southwest corner of the <br /> Contaminated Soil Stockpile area. This pretreatment con- <br /> sists of mechanically screening the material and/or size <br /> reduction of the material to prepare it for thermal heating. <br /> The tent structure is designed to contain fugitive dust and <br /> odors. <br /> The SSTF project proposes to utilize two CBC units, each <br /> capable of processing up to 7 tons of material per day. The <br /> CBC units are proposed to operate 24 hours per day (two 12 <br /> hour shifts) , and to operate 310 days per year. The remain- <br /> der of the year is set aside for planned maintenance and <br /> normal repair activities. <br /> The pretreated contaminated soil is transported by conveyor <br /> belt from the tent structure to one of the CBC units for <br /> processing. The CBC unit is an advanced fluidized bed <br /> combuster that uses high-velocity air to entrain circulating <br /> solids in a highly turbulent combustion loop. Upon entering <br /> the CBC, the contaminated soils are rapidly heated using <br /> natural gas burners and exposed to high temperatures ( 1450 <br /> deg F to 1600 deg F) . <br /> The main components of the CBC system include: <br /> - combustion chamber <br /> - cyclone/return leg <br /> - flue gas cooler <br /> - fabric filter baghouse. <br /> 3 <br />
