(Stratus) has prepared this letter, on behalf of Mr. Floyd <br /> Barnes, to request a permit for a one time discharge of treated groundwater to the sanitary <br /> sewer at the Barnes Trucking facility located at 1817 South Fresno Avenue, Stockton, <br /> California (Figure 1 ). A completed permit application is included in Appendix A. <br /> Groundwater beneath the site is impacted with petroleum hydrocarbons. To mitigate the <br /> petroleum hydrocarbon impact to groundwater, Stratus proposed to conduct a 5-day dual- <br /> phase extraction (DPE) pilot test, which was approved by San Joaquin County <br /> Environmental Health Department (SJCEHD) on April 12, 2013 . <br /> Stratus proposes to install a DPE system that will extract both soil vapors and <br /> groundwater from a network of wells using a 20-horsepower (hp) liquid ring <br /> pump/blower rated for 300 cubic feet per minute (cfin) air flow. The remediation system <br /> will operate 24 hours a day, for a maximum of 5 days. Soil vapors will be abated in the <br /> thermal oxidizer prior to discharge to the atmosphere, and the extracted groundwater will <br /> be treated using two 1 ,000-pound (lb) granular activated carbon (GAC) units, in series, <br /> prior to discharge to the sanitary sewer. Pertinent site features and proposed locations for <br /> the DPE system and sewer discharge are presented in Figure 2. A process flow and <br /> instrumentation diagram is presented in Figure 3 . <br /> SYSTEM DESCRIPTION <br /> The DPE system consists of a 20-hp liquid ring pump/blower, a 100-gallon knockout <br /> tank, a 2-hp transfer pump, and a 300 cfin thermal/catalytic oxidizer. Soil vapors and <br /> groundwater from the subsurface will be extracted by applying high vacuum on <br /> extraction wells using the liquid ring pump/blower. The air-water composition in the <br /> extracted stream will be separated in the knockout tank of the DPE unit.
