(Clearwater) to San Joaquin County Environmental Health Department <br /> (SJC/EHD). In correspondence dated February 21 , 2003, SJC/EHD responded to the CAP, <br /> requesting additional data and information be submitted to support the proposals presented by <br /> Clearwater in the CAP . Please refer to the February 21 , 2003 correspondence for a listing of the <br /> specific items requested . <br /> In response to the SJC/EHD request, Clearwater forwarded copies of brief summaries of <br /> short-term pilot studies of the proposed remediation alternative that appear to have been <br /> provided to Clearwater by the vendor. These short-term studies addressed groundwater <br /> remediation , and provided no technical information useful to evaluate suitability of the technology <br /> to the subject site. SJC/EHD has not received data regarding the use of the proposed <br /> alternative's potential to remediate soil contamination. Unanswered is SJC/EHD's question <br /> regarding how mass transport laws that govern the distribution of oxygen render permeability and <br /> hydraulic conductivity properties of the subsurface geologic framework incapablr. of impeding the <br /> injected oxygen from addressing the contaminants,, as intimated-by Clearwater in-the-CAP. <br /> As stated in the February 21 , 2003 letter, SJC/EHD cannot approve a CAP that the consultant <br /> candidly notes is based on "unknown technical feasibility and cost". If you wish to pursue the use <br /> of this method, please submit the previously requested data, including long term technical studies <br /> of the method , and a work plan to conduct a feasibility pilot test.
