1 l
FLOYD & HELEN BARNES
9744 Fountain Valley Dr,
Stockton, CA 95209
I : .
Tuesday, May 28, 1996 i i
MaryMeays
Public Health Services S.J. County
Environmental Health Division
304 E. Weber Avenue
Stockton, CA 95201 -03388
RE: 1817 So, Fresno Ave
Stockton, CA 95206
Site Code: 2506
Contractor #: 39000
Dear Mary:
This letter is to keep you informed as to our step-by-step plan to gain Closure certification on two 10,000
gallons underground storage tanks formerly located on the property located at 1817 S. Fresno Ave,
Stockton, CA,
HISTORY SUMMARY:
Eight Years ago, I, Floyd Barnes purchased property from Blackhawk Enterprises that was owned by Phil
Sims and myself. I purchased the property from Phil Sims on the slipulation that Phil Sims maintain sole
responsibility for and potential environmental problems. This included any unknown problems that could
result from the underground storage tanks.
Since that time, Phil Sims has passed away and Blackhawk Enterprises, Inc. Was moved to Kansas City,
Mo. and is operated by his son Jerry Sims. The owners previous to Blackhawk Enterprises was : Bruno F.
and June R. Simi and Ray N. And Bnma M. Dorado, at 5800 E, Foppiano Lane, Stockton, CA 95212.
Alter-thetime of the purchase of 1817 S._FresnoP Avenue roPettY. from the original owner, Phil Sims, the
_
two 10,000 gallon underground storage tanks were NOT used nor were operated or utilized until Mey
were pulled out of the ground almost 4 years ago.
On June 15, 1992, I was directed by the State Water Resources control Board to pull the underground
storage tanks from the ground, I complied. As of June 17, 1992 I contracted with Jim Thorpe Oil, Inc. in
Lodi, CA to pull the two 10,000 gallon underground storage tanks and dispose of them.
An application for the costs of the cleanup reimbursement was submitted to the Cleanup Fund, and was
rejected.
Since that time, approximately in 19933 the City of Stockton has added a water tank to the adjacent prop-
erty. To complete the task of putting in a water tank, they conducted groundwater monitoring test, of
which approx. 3 of which were conducted on the property at 1817 So. Fresno Avenue.
After the tests were conducted, including the groundwater monitoring tests on my property, the City of
Stockton completed the water tank project. The City of Stockton' s water tank is in operation to this date.
Sin: ely:
Floyd Bares
