Preparation of a Workplan was requested by the San Joaquin County <br /> LYn' Environmental Health Department (SJCEHD) in a letter dated March 2, 2004. Clearwater's <br /> evaluation of remedial action alternatives, described in the Corrective Action Plan (CAP) of <br /> November 2002, and CAP Addendum letter dated December 31, 2003, identified iSOC oxygen <br /> infusion as the most feasible alternative for the site. In their March 2, 2004 letter, SJCEHD <br /> indicated that they, as well as the Underground Storage Tank Cleanup Fund (USTCF) would be <br /> "receptive" to the proposed iSOC approach, and that they would allow implementation thereof <br /> under the condition that existing monitoring wells not be used for remediation purposes, and that <br /> new "injection" wells be installed for deployment of iSOC equipment, and for facilitation of <br /> potential nutrient Injections. } <br /> 1.2 Site Description <br /> The subject facility, located near the intersection of South Fresno Ave and Charter Way (State <br /> Highway 4), consists of a vehicle parking area, a building that is currently used as a Barnes <br /> Trucking office and a building used as a repair/ maintenance shop (Figure 2).
