R5-2008-0149, <br /> FORMER RIPON FARM SERVICE, 928 FRONTAGE ROAD, SAN JOAQUIN COUNTY <br /> On 24 October 2012, the Executive Officer of the Regional Water Quality Control Board, Central <br /> Valley Region (Central Valley Water Board) issued a Notice of Applicability under Order <br /> No. R5-2008-0149, In-Situ Groundwater Remediation at Sites with Volatile Organic <br /> Compounds, Nitrogen Compounds, Perchlorate, Pesticides, Semi-Volatile Compounds, <br /> Hexavalent Chromium and/or Petroleum Hydrocarbons to former Ripon Farm Service for its <br /> facility at 928 Frontage Road in Ripon. In the Notice of Applicability, the project was assigned <br /> site-specific Order No. R5-2008-0149-041. Remediation conducted under this project began <br /> with injection of EHC®-Carbon Only in December 2012. Post injection monitoring was <br /> conducted through the fourth quarter 2013. In the 2013 Annual Treatability Study Report(2013 <br /> Annual Report) dated 10 March 2014, your consultant, Genesis Engineering and <br /> Redevelopment (Genesis), requested termination of enrollment in the Order stating that no <br /> further injections are planned. <br /> Central Valley Water Board staff reviewed the remediation data provided in the 2013 Annual <br /> Report and the 3 July 2013 Radius of Influence Assessment Report (Influence Report), also <br /> prepared by Genesis. The Influence Report shows that the EHC was effective in reducing <br /> nitrogen concentrations, however, its influence was spatially limited. The data show that the <br /> biological activity induced by the injections have subsided and geochemical parameters have <br /> predominately returned to background conditions. Therefore, Central Valley Water Board staff <br /> concur that the Treatability Study has been concluded and Ripon Farm Services' enrollment <br /> may be terminated. <br /> General Order No. R5-2008-0149-041 is hereby terminated as of the date of this letter.
