On 30 October 2018, <br /> the Discharger submitted final construction plans, specifications, and a Construction Quality <br /> Assurance (CQA) plan for the proposed changes to the Discharger's NOA. <br /> This amended NOA was developed after the review of your proposed changes as described in <br /> the attached Staff Memorandum, which is a part of this amended NOA. Based on staff's review, <br /> the Facility continues to meet the conditions of the General Order, and hereby continues to be <br /> covered under State Water Resources Control Board General Order 2015-0121-DWQ-R5S009- <br /> 01 as a Tier II composting operation. The Discharger must comply with all Tier II requirements of <br /> the General Order. <br /> To fully comply with this amended NOA, please familiarize yourself with the contents of the <br /> enclosed Staff Memorandum and all the requirements of the General Order. The Discharger is <br /> responsible for implementing all operations in a manner that complies with the General Order. <br /> Any noncompliance with the General Order constitutes a violation of the Water Code, and is <br /> grounds for enforcement action, and/or termination of enrollment under the General Order. <br /> KARL E.
