other debris against the center area of the north property line . This dump being on the parcel owned by Mr. Thorpe . 2 . On September 11, 1997, We also inspected the adjacent parcel and observed approximately seven (7) dump truck loads of recently dumped dirt filled with rock, trash and wood and shrub debris . These piles were located together on the center area of the south of the property approximately 50 feet north of the above dump site (#1) . 3 . On September 12 , 1997, I again looked at this site with Mike Huggins and Ed Padilla from the County Environmental Health Department regarding violations on this property. Ed Padilla took several pictures of the dump sites . Ed Padilla informed me that he mailed a notice of violation to Mr. Thorpe who contacted him a couple of days later and informed him that all of the items dumped on both properties came from him and that he was in the process of purchasing the properties north of his . The current violations on this property are : 1 . Section 9-1905 . 3 County Ordinance Code to wit : Permitting or maintaining a public Nuisance by Operation of a Landfill not permitted without a permit . 2 . Section 9-1905 . 3 County Ordinance Code to wit : Permitting or maintaining a public Nuisance by storage and or recycling of dirt, trash, junk, and concrete not permitted without a permit . 3 . Section 3306 Uniform Building Code as adopted by Section 8-1000 County Ordinance Code to wit : No Grading Permit . I respectfully request the assistance of your department in prosecuting this case .
