(AGE), <br /> the environmental consulting firm retained by you to handle the investigation and mitigation <br /> associated with the unauthorized release from the former underground storage tanks (USTs) <br /> removed from your site, has requested a suspension of corrective action involving soil vapor <br /> extraction (SVE) as an interim remediation method to remove petroleum hydrocarbon contaminants <br /> at your site, and a reduction of quarterly groundwater monitoring. The San Joaquin County <br /> Environmental Health Department (EHD)was informed that reimbursement by the California State <br /> Water Resources Control Board (CSWRCB) under the UST Cleanup Fund has been delayed <br /> resulting in great financial hardship to you. <br /> The EHD approves a reduction of groundwater monitoring to semi-annual sampling of wells MW-5 <br /> and MW-8, as requested by AGE. Collect groundwater samples annually from the remaining <br /> monitoring wells associated with this site. Analyze groundwater samples for total petroleum <br /> hydrocarbons (TPH) quantified as gasoline (TPHg); TPH quantified as diesel (TPHd); benzene, <br /> toluene, ethyl benzene, and total xylenes (BTEX); tertiary-amyl methyl ether (TAME), methyl <br /> tertiary-butyl ether(MTBE), and 1,2-dichloroethane (1,2-DCA). <br /> Considering the high concentrations of the contaminants of concern detected in soil samples <br /> collected from boreholes MW-8 and MW-9, the EHD cannot approve suspension of operation of <br /> the SVE system and directs that it be restarted as soon as is practical. Since its official startup date <br /> of May 15, 2008, the SVE system has been in operation for only about five months. As a result, the <br /> system does not appear to have had an effect on reducing the concentrations of the chemicals of <br /> concern found currently in groundwater samples. <br /> By letter dated March 28, 2008, the EHD had directed submittal of a work plan for groundwater <br /> extraction to expedite interim groundwater remediation. To date, the EHD has not received the <br /> work plan. At the recommendation of the CSWRCB UST Cleanup Fund, the EHD is directing the <br /> submittal of a feasibility study to identify a remedial technology or combination of technologies <br /> (including air sparging), capable of mitigating petroleum hydrocarbon contamination in <br /> groundwater.
