A sampling reduction will be presented in the fourth quarter 2008 report.
As you are aware, costs associated with the cleanup effort at the site were reimbursed by the
California State Water Resources Control Board (SWRCB) under the Underground Storage Tank
(UST) Cleanup Fund. However, Mr. Charles Skobrak was recently notified by the UST Cleanup
Fund that future reimbursements by the State would be delayed as much as 18 months.
Due to the costs of remediation activities (energy and equipment costs) and monitoring activities
at the site,Mr.Charles Skobrak has accrued over$100,000 of remediation and monitoring expenses
that have not been reimbursed by the UST Cleanup Fund (review attached reimbursement letter)— ,McAoa'
Additional costs for monitoring and remediatioAbeyond the$100,000,have not been submitted to
the SWRCB and cannot be properly submitted uliil the SWRCB without the pending reimbursement
being finalized. The accrued costs for the remediation and quarterly ground water monitoring have
caused a great financial hardship on Mr. Charles Skobrak. Furthermore, based on the current
conditions at the state,it is unlikely that Mr.Charles Skobrak will receive any type of reimbursement
from the UST Cleanup Fund before late 2009.
Mr. Charles Skobrak does not have the financial capabilities to continue active remediation and
likely no quarterly ground water monitoring activities at the site until Mr. Charles Skobrak can
receive reimbursement from the UST Cleanup Fund (i.e. $100,000-160,000). Therefore, AGE is
requesting a suspension of active soil vapor remediation and reduction quarterly ground water
monitoring activities at the site until the most recent reimbursement request is received by Mr.
Charles Skobrak, effective 01 February 2009.
837 Shaw Road.
