A review of the file reveals that an underground gasoline <br /> storage tank was removed in 1986. The excavation pit contained ground water, <br /> which was contaminated with petroleum hydrocarbons. Four monitoring wells were <br /> installed. In a Board letter dated 18 October 1991, it was stated that upon <br /> completion of San Joaquin County's requests for a round of confirmation samples <br /> from the downgradient well , measurement of the ground water elevations, <br /> confirmation of the gradient, and explanation of the soil contamination in boring <br /> SB-1, a request for closure may be considered. The work was completed and review <br /> of the 29 October 1991 report revealed that hydrocarbon concentrations in the <br /> well were not detected, the gradient remains to the northwest, and soil <br /> contamination in SB-1 is low at 0.03 mg/Kg of toluene. Hydrocarbons were not <br /> detected in the other three wells during previous sampling events. <br /> Based on the information provided, Board staff has determined, and the San <br /> Joaquin County Environmental Health Division concurs, that appropriate response <br /> actions have been completed, that acceptable remedial practices were implemented, <br /> and that, at this time, no further investigation, remedial or removal action, or <br /> monitoring is required at the former Quality Meats site, 350 Grant Line Road, <br /> Tracy. Nothing in this determination shall constitute or be construed as a <br /> satisfaction or release from liability for any conditions or claims arising as <br /> a result of past, current, or future operations at this location. Nothing in <br /> this determination is intended or shall be construed to limit the rights of any <br /> parties with respect to claims arising out of or relating to deposit or disposal <br /> at any other location of substances removed from the site. Nothing in this <br /> determination is intended or shall be construed to limit or preclude the Board <br /> or any other agency from taking any further enforcement actions. <br />
