The most recent <br /> financial responsibility documents in CERS are dated 1/4/2019. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a minor violation. <br /> 313 HSC 25290.1,25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Large amount of fuel was observed in UDC 7/8 and and UDC 9/10 (diesel side), indicating a leak <br /> in the primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a minor violation. <br /> 316 HSC 25290.1(c3), 25290.2(c3)Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> OBSERVATION:A small amount of liquid was observed in UDC 7/8 sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br /> hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and <br /> certified contractor to address the water intrusion into the dispenser sump under permit and inspection of the EHD, <br /> if needed. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> The monitoring system certification was conducted today, 1/8/2020 and was not witnessed by EHD. Looked <br /> inside all sumps and UDCs. Verified sensor locations and piping communication. An inspection checklist was <br /> provided to the facility operator at the time of inspection.
