UNDER WATER CODE SECTION 13309 <br /> �1HEREAS: <br /> W <br /> 1 , California Water Code',(WC) Set <br /> ction 13001 `provides that iis" the intent' <br /> of the -Legislature that the State Water Resources- Control Board ($tate <br /> 111,'r111 �J water Board) and .eacWRegional Water Quality Control ' Board (Regional <br /> Water- Board) shall be '.the principal state, agencies -with primary <br /> responsihilty. for" the coordination and control of. water quality. Sta',te Water Board, or who has caused or permitted; f <br /> " causes or permits , or threatens to cause dr permit any waste to,be <br /> discharged or deposited where it is, or probably will; be, discharged into <br /> the waters 'of the state and creates , or threatens to create, a condition <br /> .x' of pollution or nuisance may be required to cleanup the discharge and <br /> abate the effects thereof. Thi's section authorizes Regional mater Boards <br /> i to require complete cleanup of all waste discharged and restoration of <br /> affected water to background conditions ( i .e. , the water <br /> ' qual•ity, that <br /> sib II existed before the discharge).
