CLEANUP AND ABF,,.,,,,.ENT ORDER NO. 92-707 -5- AMENDING CLEANUP AND ABATEMENT.ORDER NO. 9720 FOR SOUTHERN PACIFIC TRANSPORTATION COMPANY, TRACY YARD, SAN JOAQUIN COUNTY 18, The USEPA has published the following one-in-one-million incremental cancer risk levels estimates for selected constituents of concern: bromodichloromethane 1.4 µg/l 1,1-dichloroethylene 0.06 pg/I dichloromethane (methylene chloride) 5 µg/l carcinogenic polynuclear aromatic hydrocarbons' 0.0028 gg/I i tetrachloroethylene 0.7 n/I I vinyl chloride 0.015 µg/I For the sum of acenaphthylene, anthracene, benz(a)anthrace ne, benzo(b)fluoranthene, benzo(k)fluoranthene, benzo(g,h,i)perylene, benzo- (a)pyrene, chrysene, dibenz(a,h)anthrace no, fluorene, indeno(1 ,2,3-c,d)- pyrene, phenanthrene, and pyrene, as defined in the State Water Board's Inland Surface Waters Plan. 19. The USEPA has determined limiting concentrations based on health considerations for selected constituents of concern as follows: 4 2-butanone (methyl ethyl ketone) 200 µg/l fluoranthene 42 µg/l hexane 400 µg/1 naphthalene 20 µg/1 The USEPA has determined a reference dose (RfD) for acetone of 0.1 mg/kg/day. By using standard USEPA, Office of Water assumptions (2 liters/day water consumption, 70 kg body weight, and 20% exposure via drinking water), a health advisory of 700 gg/I may be calculated from the RfD. 20. To assure compliance with applicable requirements, standards, and criteria, and provide for cleanup of pollution of the site due to past operational practices, it is necessary to amend Order No. 91-720. 21. Issuance of this Order is exempt from the provisions of the California Environmental Quality Act (Public Resources Code, Section 21000, et seq.), in accordance with Section 15321(a)(2), Title 14, California Code of Regulations.
