PHS/EHD requested that your agency
evaluate the site to determine if the CVRWQCB would assume regulatory lead oversight.
' It was agreed that the site would be removed from the Local Oversight Program and placed into the local
Corrective Action Program and that since PHS/EHD has been working on the site that PHS/EHD would
continue to provide regulatory oversight.
PHS/EHD is willing to provide oversight,as staffing constraints allow, for petroleum non-underground storage
tank site assessment and remediation activities. This would include issuance of site closure certification for
soil contamination cases;however, since groundwater has been impacted beneath this site,CVRWQCB closure
concurrence will be requested.
The responsible party should provide copies of all reports to the CVRWQCB. PHS/EHD will provide the
CVRWQCB with copies of PHS/EHD comment letters. Technical consultation with CVRWQCB may
sometimes be requested by PHS/EHD staff.
If you disagree with this summary or have any questions or comments, please contact Mary Meays, Senior
REHS of my staff at (209) 468-0337.
Jogi Khanna, M.D., M.P.H.
Health Officer
f cs'yLv-dam
Donna Heran, REHS, Program Manager
Environmental Health Division
LAC/MM/500GL.REF
c: Elizabeth Thayer, CVRWQCB
c: Stephen Poa, Mobil Oil
c: Greg Schubert, Mark IILTracy Venture
c: Jeff Scharff, Scharff and Greben
A Division of San Joaquin Counry Health Care Semces 40
