PHS/EHD has prepared the following comments for <br /> your consideration. <br /> PHS/EHD received complaints regarding the operation of the former aboveground tank bulk <br /> fuel facilities. Referrals were made in 1985 to both the Central Valley Regional Water <br /> Quality Control Board and to the Department of Health Services To)dc Substances Control <br /> Division. <br /> There had been two underground storage tanks on site. These tanks were used to store <br /> surface drainage from the loading dock. The 550 gallon tank was removed in 1986 and was <br /> replaced by a double walled fiberglass 1,000 gallon tank. Contamination was noted during <br /> the 1986 removal. The 1,000 gallon tank was removed as part of the decommissioning of <br /> the bulk facilities in 1988. Contamination was also noted during the 1988 tank removal. <br /> Following evaluation of analytical results a "Hazardous Waste Discharge Notification" and <br /> an "Unauthorized Release Report" were filed. <br /> The investigation of contamination continued and in 1989 a"Notice of Reimbursement"was <br /> sent to Mobil Oil to inform the responsible party that the site was placed in the Local <br /> Oversight Program. Since 1989 PHS/EHD has provided lead regulatory oversight. In 1991, <br />_ the property owner, Buzz Oates/Tracy Venture, was named as an additional responsible <br /> party. <br /> Given the recently re-evaluated historical information, PHS/EHD requests that your agency <br /> evaluate the site to determine if the CVRWQCB will assume lead regulatory oversight. If <br /> you wish PHS/EHD to continue to provide oversight, please provide written authorization. <br /> A Division of San Joaquin County Health rare services �� <br />
