SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> YOSEMITE PETROLEUM 2072 W YOSEMITE AVE, MANTECA January 29, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 205 CCR 2712(i), 2634(e)Failure to submit a current UST Response Plan and have it available onsite. <br /> OBSERVATION:An approved copy of the response plan was not available for inspection. <br /> REGULATION GUIDANCE:A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 206 CCR 2712 Failure to comply with UST operating permit conditions. <br /> OBSERVATION:According to the replacement notifications sent to EHD on 12/23/2019 and 12/19/2019,VMI 99 <br /> LD 2000 leak detectors were replaced on 12/23/2019 and 12/19/2019 on the 87 tank;work orders or testing <br /> documentation indicating these replacements were not found on site at the time of the inspection. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit <br /> obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by <br /> the EHD prior to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the[UST COMPONENT REPAIR OR <br /> REPLACEMENT] . A"Failure to Obtain a Permit" penalty applies. <br /> This is a minor violation. <br /> 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br /> opportunity. <br /> OBSERVATION: The 208 sensors in UDC 2/3 and UDC7/8 were raised approximately 4 inches off the lowest point <br /> of the sump and not located to detect a leak at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br /> Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> FA0004625 PR0231426 SCO01 01/29/2020 <br /> EHD 23-01 Rev.9/20/2019 Page 6 of 7 Underground Storage Tank Program OIR <br /> 1868 E.
