Mr. D. M. Noe -2- 17 April 1989 <br /> Mobil is to have a Preliminary Report (PR) completed and submitted to us and <br /> the SJLHD by 23 June 1989. The PR is to contain the results of this and all <br /> other investigative work conducted at this site. Recommendations for remedial <br /> action or a work plan for further investigative work is also to be included in <br /> this report. In addition, we have the following comments regarding the <br /> content of the PR: <br /> 1. All pertinent information on the excavated tank, as well as former <br /> underground tanks, is to be included in the PR. This is to include the <br /> tank's operational ages, sizes, contents, precision test dates and <br /> summary of test results, layout of the product pipelines, and any other <br /> available information. The work plan states that the excavated tank was <br /> a "gasoline storage tank". If so, the source of diesel contamination <br /> (found in soil samples collected from borings drilled on 21 November <br /> 1988) needs to be investigated. <br /> 2. A detailed site history is needed. How long was the bulk plant in <br /> operation? What was stored in the bulk tanks? Information regarding <br /> the contents, size, operational age, locations, and layout of product <br /> pipelines for each of the former bulk tanks is to be supplied and shown <br /> on a site map. <br /> Have there been any previous spills on site related to the bulk plant <br /> operation? In the Preliminary Subsurface Investigation, dated 9 <br /> December 1989, Kaprealian Engineering, Inc. (KEI) stated that "no leaks <br /> or previous subsurface work performed at the site are known to KEI". <br /> Our files contain a 8 September 1986 Report on Remedial Action which <br /> states that KEI excavated diesel contaminated soil to a depth of 5-feet <br /> below the surface. Details of all such work at this site are to be <br /> included in the PR. <br /> 3. The remedial work reported in the 8 September 1986 report is to be <br /> summarized in the PR. A site map showing the areas where soil was <br /> removed or treated should also be included. <br /> 4. Well logs and construction details are to be supplied for the three <br /> monitoring wells (E-1, E-2, and E-3) referred to above. Soil and ground <br /> water analysis results related to them are also to be included. Have <br /> these wells been abandoned? If not, these wells are to be sampled and <br /> water levels recorded as requested above. <br /> If you have any questions, please call me at (916) 361-5725. <br /> EDWARD W.
