The
Central Valley Regional Water Quality Control Board (CVRWQCB) has
also reviewed documents including the PHS/EHD letter dated
September 5, 1991, though excluding the recently submitted PAR.
The CVRWQCB comment letter dated September 17, 1991 is enclosed for
your information. A copy of the CVRWQCB comments was faxed to
Alton Geoscience September 30, 1991.
PHS/EHD comments are as follow:
In July 1990 approximately 5, 080 cubic yards were excavated from
Sections A,B,C,D, and F as referenced in Figure 4 included in the
Soil Excavation and Preliminary Groundwater Investigation Report
dated December 14, 1990, prepared by Alton Geoscience. Soil
samples from these sections were used to determine the disposition
of the excavated soil.
Significant soil contamination was noted at the 5-10 foot level.
The excavation stopped at 10 feet due to water intrusion. It is
PHS/EHD understandings that no subsequent sampling of the
excavation occurred. Therefore sidewall or bottom samples which
were requested by the CVRWQCB letter dated September 17, 1991 cannot
be provided. The significant soil contamination noted in the
northern part of the site may not have been contained within the
confines of the excavation.
A Division or San Joaquin Count} Hcahh Care Services
