+ ' KLEINFELDER
4 DISCUSSION OF ENVIRONMENTAL CONCERNS
With the exception of the Mobil Oil facility, the record review, aerial photography review,
and the site visit did not reveal environmental concerns regarding the misuse or improper
disposal of hazardous chemicals at the subject site. The Mobil Oil Bulk Plant underground
tank removal investigation from 1986 was not approved by the SJCLHD. The case is still
open and not scheduled for closure by SJCLHD until additional required information has
been received, reviewed, and approved.
Mark III Engineering should contact Mobil Oil and encourage submittal of the required
documentation necessary to initiate the closing of the investigation by SJCLHD. Mark III
` Engineering should consider limiting their liabiiiiies in developing the Mobil Oil Bulk
Plant area until the investigation is officially complete. The underground tank removal and
soil investigation is subject to review and approval and may require further assessment .
work if contamination is suspected by the SJCLHD. This could result in unexpected
project development delays and substantial investigative and remedial costs if developed
k without prior regular agency approval.
.'The PG & E facility is under investigation by the RWQCB due to reported soil and shallow
ground water contamination by petroleum hydrocarbons and PNAs. E
The former Handyman facility was investigated by the RWQCB following the removal of
two underground storage tanks containing petroleum products. The investigation
reportedly revealed no soil or ground water contamination, and the owner is awaiting
approval by the RWQCB to officially close the investigation.
The use of the carbamate pesticide furadan on the subject site was reported by the San
Joaquin County Agricultural Commissioner. The pesticide furadan is commonly used and
when applied properly should not pose a threat to the environment or public health.
ne SJCLHD indicated that it had continuing investigations for fuel hydrocarbon
contamination from leaking underground tanks at the Mobil Oil, PG & E, and former
Handyman facilities. The extent of contamination and potential impacts on ground water
is still being assessed by these investigations.
137-38-1690 12
