At that <br /> time ',your inquiries about when the construction of the sewer lines could resume <br /> were '!relayed to me. <br /> Construction should not resume in the immediate area of the original spill until <br /> a ground water extraction and treatment system is operating and monitoring shows <br /> its effectiveness. If construction were to begin in this area before such a <br /> system was installed, the dewatering wells would be pumping contaminated ground <br /> water that could not be properly treated. Operation of the dewatering wells may <br /> also cause the plume of contamination to migrate at a faster rate than would <br /> occur naturally. <br /> Once ',a treatment system is on-line, construction can continue in the immediate <br /> area ;'�as long as all contaminated water extracted is discharged to the treatment <br /> facility. As of now, two dewatering wells are known to be contaminated and must <br /> be treated. <br /> Until such an extraction/treatment and monitoring system is' installed, con- <br /> struci;ion can continue at a point where ground water is not contaminated and the <br /> extraction will not influence the contaminated plume of ground water.
