STATE OF CALIFORNIA-Environmental Protection-ency ` PETE WILSON,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTrF2QL B ►,I
CENTRAL VALLEY REGION ` ' ` '` a
'f
3443 Routier Road,Suite ASacramento,CA
--
PHONE:(91 6)255-3000 098 96 AUG 2
FAX:(916)255-3015
oiwit+
22 August 1996
Ms. Katie Hower
Chevron Pipeline Company
P.O. Box 5059
San Ramon, CA 94583
SOIL AND GROUND WA'T'ER CONTAMINATION, CHEVRON PIPELINE COMPANY,
CORRAL HOLLOW AND GRANT LINE ROADS, TRACY, SAN JOAQUIN COUNTY
I have reviewed your 8 August 1996 letter which responds to my 18 July letter concerning sampling
and remediation of contaminated soils and ground water at the Chevron pipeline leak site at Corral
Hollow and Grant Line Roads. Your letter adequately addresses most of my concerns although
there are still a few issues which need to be resolved.
Because the ground water gradient is known, at times, to be in an easterly direction, it is still my
opinion at this time that it would be appropriate to place a monitoring well due east of the leak site.
Regarding the vertical extent, the grab ground water sample from MW-14 showed 80 ppb of
gasoline in a deeper zone, although the well was screened in the shallow zone. Your letter states
that ASW-1 (a deeper zone well) and MW-14, were sampled in July 1996 during the latest ground
water sampling event(third quarter). The monitoring report will be submitted by 20 September
1996. Following my review of that report, we will make a decision regarding the need.for
additional wells both east of the leak site and in deeper parts of the aquifer.
The attached draft monitoring and reporting program (MRP) is for your review and comment. By
6 September 1996, please provide any comments you may have regarding the MRP. Your letter
states that a remedial action plan (RAP)will be developed after your evaluation of the third quarter
ground water data. Therefore, by 18 October 1996, please submit the RAP.
If you have any questions, you may call me at(916) 255-3077.
JOEL M.
